And, while I'm not espousing communism, your example of such is extreme. More talented and hard-working people, even in communist cultures often receive greater rewards and opportunities. Medicare is not currently 100% self funded. Part D is and was always unfunded, Part B is partially unfunded, est about 25%. Also about 10% of the people on Medicare are under the age of 65.
Medicare is about 15 to 17% of the Federal Budget.
