If the kid's on green routine is causing the group to fall out of position then 100%.
I play a fair bit of competitive golf and there are quite a few guys who use aimpoint and everybody has a different routine be it pre shot or lining up their putts etc. some guys take 3-4 practice swings, some guys ( like me) read the putt from both sides and for me I walk the line and take a good look from the low side. Some ride and are faster moving and some walk. Despite these differences I have yet to be in a group put on the clock in 6 years on tour.
I play with a couple guys in my various groups who are very deliberate over the ball, one tales a good 30 seconds for his pre shot routine, to me it can be slow because unlike putting for which I take my time, when it comes to the other shots , i walk up, take 0-2 practice swings, pick my line and shoot. However, these guys , while deliberate , are never slow or behind as they make up time elsewhere.
Everyone is different and we can't nor should we expect that everyone plays the same....BUT.....it is important to keep pace. Having been a course Marshal on one of the busiest courses in the Province, I've seen it all....and then Some lol
