My thought.....the most played ball on Tour is Titleist. And those players have been using the balls since they could swing a club, probably. The new rule is only going to be a 'suggestion' type rule; associations can employ it if they want.
Now, let's say I own Titleist Golf....... and I say screw those old fucks....we are not making a new ball to satisfy their whims. We are making balls to satisfy the players, not 150 year old ways of thinking.
Like the belly/long putters.....it would be much easier to roll back the drivers. That would make Jack happy.
