As more info surfaces, Phil was suspended for 12 months prior to first LIV event for recruiting. Then when he played in the first event they added another year.
So March 2024 he is eligible to apply for reinstatement. His appeal in March was denied.

Also the LIV mandatory 14 events was only initially, as the expand the number of high profile players, they can play less according to Norman, though he was vague in how they could play less.
