I'll point out that I only said that the Titans offensive line was likely to be competent, not that they would be rivalling the Eagles and Lions as the best units in the league. Yes, the Steelers did not have a good line last season (maybe a talent issue, but they were starting quite a few younger players and had a few guys out injured), but Moore was at least a decent starter, and is likely to be better than Nicholas Petit-Friere (who started at RT for the Titans last season).
It's possible for a team to have a few good offensive linemen and still have a bad line overall - the Chiefs are the most prominent example of this (three solid starters inside, but sub-standard tackle play caused issues, particularly in the Super Bowl), but there are quite a few teams where adding one or two competent players at the level of Moore (or Mekhi Becton, Kevin Zeitler, Patrick Mekari...) would be a significant upgrade over their current starters.
