Our soil temperature in s MS stays high enough to keep thawed except a few inches. Water pipes are freeze safe treched to a foot or so. There's almost no time you can't easily dig here. We just had several nights in teens but I can easily dig with a shovel if needed.
I assume local courses wouldn't allow playing until greens defrost else they'd be damaged even by foot traffic? I go in afternoon so I don't know.
