The grocery stores in the UK combat this problem by utilizing a chain lock concept, whereby the customer is required to insert £1 in the buggy handle device to unlock the chain (which is roughly $1.30 US) to use it. If they don't return the buggy to a cart corrale, they don't get their money back.
Wish it was that way over here in the states... and so does my automobile.
