Makes sense to me. It's an "open". The qualifying terms are pretty wide. Glad to see it
The U.S. Open is open to any professional, or to any amateur with a USGA Handicap Index not exceeding 0.4
Eguller Open’ for qualifying through play……unless you’re granted an exemption. Top 50 etc.
Understood that. But ANYONE that meets those quals can enter the field. Getting through qualifiers to Thursday of the Open is the gauntlet. I can't think of any justification to the keep LIV guys out.

Per hole?
Even a 0.4 handicap has virtually no chance of getting through qualifying, realistically. Most of the guys who get through are in the +3 to +6 range.
