They were never a charity, 501(c)(3). They are a 501(c)(6) - entirely different animal.
They are however, an organization with assets/holdings worth over 4.5 billion dollars (and keeps growing by hundreds of millions of dollars each year, at least up until now, as they roll over profits and the value of their investments increase).
All of these changes feel, to me, strongly like a magician performing a misdirection. Oooh, look at he bright and shiny new things!!! Does anyone believe any of them would have happened without LIV? The more the PGA concedes - the more Phil starts looking like Curt Flood. The issue of media rights, central to Phil's assertion of "obnoxious greed" hasn't even been addressed - unless there's something to the Tiger/Rory "non-green grass, stadium environment" venture? Not even sure what that means ... virtual golf?
