The NFL recently had a meeting with 5 Hall of Fame receivers along with others to discuss this issue. Despite what people think there is clarity with this rule. Some may not like the rule, or understand the rule, but a receiver has to survive or control the ball to the ground.
One of those at the meeting was Chris Carter. He basically makes the argument that he likes the rule the way it is and wants to keep the skill of catching and maintain control to the ground as the criteria to determine what is a catch.
However, Goodell realizes that people don't like the rule and we could see a change to the rule. Stay tuned.
BTW. The Patriots understand the rule and tell their receivers not to extend to the goal line. π
