How does this make sense? The part about the penalty strokes.
The whole league is based on being a bogey golfer. Technically a score of 90, handicap 18, is par. Handicaps are not deducted from gross scores, quite the opposite, penalty strokes are added to gross scores. 18+ handicaps get 0 penalty strokes. A 17 handicap would get 1 penalty stroke added to their score. So say you are a 10 handicap; you get 8 penalty strokes. If you shoot a gross 79, your net is 87, but you still DQ on the 79.
