I don't think it's an issue of constant noise, but rather an issue of sudden noise in an accepted fairly quiet environment.
It's not asking too much from anyone standing nearby to just be quiet for 10-15 seconds imo.
I agree that it's no big deal to remain quiet while someone hits, I just have trouble seeing why it's needed. Yes I also see that in an otherwise quiet surrounding that a sudden loud noise could bother someone. But I think also if there was no expectation of quiet that people would soon get used to hitting when it wasn't quiet and we wouldn't have the situations where someone talks (or a camera is clicked) and they suffer anger from the "offended" player/caddie. The players seem to be able to deal (mostly) with crowd noise at other holes when it infringes on their shots, what makes it different if someone is whispering in the crowd nearer them and it's actually less loud than the crowd cheering at another hole. I agree that there is a limit to how loud we are talking about. Not really a very big deal but it's just something I always wondered about. Maybe it's just because it never bothered me. Heck, I learned as a little league pitcher that you just have to shut it all out and do what you need to do.
