The Chairman performed his duty fully by giving his advice. If he wants to be the final decision maker, he needs to become Chief Executive.

How do you know that his military leadership are unanimous in their opposition to action? Was the Chairman advising against acting on Iran, or was he warning and identifying the consequences as part of the decision making process? Did intelligence say that Iran was not trying to produce weapons grade uranium?
The Strait has always been vulnerable to all sorts of attacks. I'm no expert, but disrupting the travel of an oil tanker has to be a pretty big undertaking and outside of missile attacks will be very hard to do undetected given that all reports are that the airspace has been opened by the US and Israel's warriors. The missile attacks are a problem if they have many hidden that are capable of precision targeting.
