NOT Tour Issue, merely Tour Spec. Would not pass specific Tour 'standards', but does pass on factory stated specs. Yes, it does have the Tour face, but face angle, CT, weight, or etc. may not be what the players use. CT has to be as close to 250 as they can get; if even 245, it's sent away. The Tour vans will check 100% of the heads; factory will check maybe 1/50.
And, just who stole it from the van, if "Tour Issued"? It would have to be last years' model before it can leave the vans. Even then, some will still use that model.
I might add, sometimes, a Tour Issue head is not 460, but 450 or 440, dead square face.😉
