Apart from death and destruction, and purely from a weapons technology standpoint (part of my former career path), getting those pager-bombs manufactured AND in the hands of the targeted individuals was seriously brilliant. During her tenure in counter-drug, SWMBO got a net developed that would wrap itself around the hull of go-fast drug running boats out of Cuba. The net was made of fiber that contained plastic explosives that could be remotely detonated.
Not justifying the wars, deaths or civilian collateral damage - just weapons nerd admiration.
