Is it okay to paraphrase when it's in quotations? It should be:
"The fundamental cause of the trouble in the modern world today is that the stupid are cocksure while the intelligent are full of doubt.” -Bertrand Russell
I had to remove that quote from a signature file at work because someone complained about the use of the word "cocksure". My reply to my then-section-chief was simply "Are your certain?". I think the implication went over her head.
