As I recall, most stainless clubs are made from 431 or 304/308 stainless. Those won't rust unless you get surface rust from some impurities
Forged clubs are made of a 1024/1025 carbon steel body and the layered with copper and chrome/nickel.
All of which get sandblasted faces.
Depending on if you use glass beads (like I am) or a aluminum oxide media and at what pressure/grit will determine how "rough" the finish is.
I'm guessing it'd have to be pretty high pressure and very rough grit to get thru chrome.
