Nope! If a horse 'breaks stride', begins galloping, the driver must take the horse to the outside, at the earliest possible/safe chance, and regain stride. he may then rejoin the race.
btw....harness horses are more prone to breaking stride on sloppy/muddy tracks than on good surfaces. Also a lot of the very young(2 yr. olds) will also show this tendency, esp. trotters, as they are just learning, on every type of surface.
