Anybody else find it interesting that you can concede a putt, a hole, or even an entire match, but you can't agree to halve a hole?
The rules official told Kuchar that he had the option of conceding the hole? If the putt had gone in the hole would have been halved. But you apparently can't concede to halve a hole, only to lose it. I think it's weird.
I know it would change the nature of match play a great deal, but one solution would be to make everybody putt everything out.
For this particular problem, Sergio had two equally good solutions, and availed himself of neither. He could easily have: 1) asked Kuchar if the putt was good, OR 2) made the stupid putt. Either would have sufficed, but he actively chose to do neither.
