As you can hear the rules official explain, Kuchar never had the chance to concede the putt, even though it was clearly good. Had Garcia just stood there and waited, Kuchar would have told him to pick it up and the hole would be halved. But because Garcia didn't give him that chance and he missed the putt, by rule that stroke still counts, and Kuchar can't retroactively give him the putt, so he won the hole. Doesn't get much more brutal than that for Garcia.*
I know the angry imbecile Canadian will have a stroke, but what's so terrible if the rule was changed and stated that you could concede a putt retroactively in a situation like occurred. Would that be the end of the world? I think not.
Same with Allison Lee's situation and Annika's situation. In the spirit of sportsmanship Kuchar's first reaction was he didn't want to win the hole like that and tried to concede retroactively. Good for him. Petterson won the hole for Europe, but took a beating public opinion wise. Same with the Americans winning because Annika went out of turn.
All technically correct calls, but bush league calls IMO.
Also, I think there's a visceral reaction because it's Sergio who has a history of punkish behavior. Nobody wants to see a punk catch a break.
