I think probably anyone could buy it. They make like this time it's open to only those who bought last time, but then they say it will be open to the general public if it doesn't sell out. I've never heard of them turning down anyone before. If your friend wants to do this he better make up his mind fairly quickly though because it is a time limited offer and I don't think they publish an end date before it arrives. I think it more depends on when they reach the number of members they wanted to have.
