That concept is just foreign to some folks
That makes absolutely no sense to me. What if the group in front of you is playing at a 3 hour pace? You have to do the same? What if they're a twosome and you're a foursome? Too many variables. Most every course has a stated acceptable rate of play, usually printed on the card. If the course's own stated pace of play is 4:15 and I'm playing at a 4 hour pace, leave me alone. If nobody is waiting behind me, leave me alone. Sure, you have to let faster groups through.
In our case no one was behind us. With the elevated tees we could often see the whole hole behind us, not a person to be seen. It just seemed weird to me. A little "hey can you pick it up?" would still have been strange, but acceptable but when he goes right to "you may have to skip a couple holes" that seemed excessive. I think he knew it later as he was as nice as could be when he saw us the next few times. We finished 18 and looked back and nobody even on the tee. We actually played slower on the back, with a guy with a handicap flag on his cart who had a hiking stick to get down to the greens and still finished in 4:15 on a course that I guarantee averages 4:30 minimum and closer to 5 hours in reality.
