ode It's a rule the USGA makes up, but they do not enforce it. It is up to the course being used as to whether it is used or not.
Such as the 'new' driver length of 46". 48" is still allowed unless the course deems differently. Local rule. Conforming clubheads are also just a local rule.
Tournaments I've been in have rules sheets handed out. All say 'USGA Rules Apply'....unless otherwise noted below......then they list their 'local' rules.
Fitzpatrick should have asked for the list. And needs to read the rule book.
But the enforcement of this rule is up to the specific course......was it listed as being in use for the tournament? If not......🤔

Model Local Rule G-9 includes the following statement..........
Exception: A club face or clubhead is not “broken or significantly damaged” solely because it is cracked.
