I left high volume repetitive manufacturing when I joined the DoD. Went from a mindset of profit, inventory reduction, efficiency, yields, schedule performance and continuous improvement to "OMG, we have to spend this money by the end of the fiscal year or Congress will cut it out of next year's budget". It was very frustrating. Thankfully, we were a small, young and agile Command and were always adding more technology for the war fighters.
