If you can find it, a light sweater made out of Merino wool is the best thing for a basic layer over the shirt. Because unlike all of the performance (polyester) fabrics, you can wear wool many times without it needing to be washed. Just drape it over the bag or something after the round. I have two or three of them and they are boss. It’s not itchy.

Next would come a rain or wind shell jacket, loose fitting.

I also like the under armor cold weather type layer under the shirt. That’s the second or third extra layer I add to the mix. I don’t really like it as the first thing because if I get warm I have to undress to take it off.

A thin welders head liner cap (Amazon) will fit under your hat and cover your ears. A stocking cap will be good some days.

If you can’t wear tighter fitting clothing you might want to size up with the under armor base layer, at least try it on somewhere. That way you’ll be comfortable.

Look into silk long johns. A friend of mine swears by them, for staying warm. She hates being cold.

Moisture wicking polo or shirt, then a mid weight (right inbetween a polo and fleece, not sure what they are called) UA cold gear, and then a fleece. For me that is good down to ~ 40 *. Below that I have a wind sweater that has a liner inner and sweater outer that has some wool, but it has to be cold for that.

Nothing is warmer for me than old school thermal shirts (and long johns if it's really cold) and fleece. Fleece is warmer than any high tech gear. That's when it's really cold. I can usually get by with UA or Nike cold weather gear. I personally find Nike Therma Warm to be better than UA. I don't play in really cold weather any more, just don't enjoy it enough to bother.

I’ve got an under armor pullover that is fleece lined and it’s the warmest thing that you can wear for golf. It’s not real bulky.

I play a fair a lot in late Fall when temps approach zero.

I wear a base layer , long sleeve shirt that wicks moisture away and helps keep you warm.
You can also find the same in leggings/lower body wear.
I use fleece pants and wear a fleece quarter zip over the base layer shirt.

On the outside I use a good , lightweight, breathable , wind/rain proof shell. I have two FJ jackets and Columbia pants.

Thermal headwear and use skidoo mitts on my hands between shots ( easy to slip on and off)

I also have a heated ( battery operated) fleece vest that I bought on Amazon that is fantastic for those really cold days.

Again you have chosen to introduce a topic not related to the thread topic

not to derail it further only to say that your statement is incorrect, in a few ways.

We do get reimbursed for HC coverage needs while travelling, not all but the equivalent of what the Provincial plan would pay if the service were here, and HC costs a lot more in the USA so either a benefit plan or supplementary travel insurance is needed. I have the former which covers any emergency needs.
Our HC is not free, we pay dearly for it via high tax rates.
But again these are topics for another discussion, not this one.

My version of layering includes:
T-shirt
Long sleeved golf shirt
Sweater vest (important, as it keeps my trunk warm without limiting shoulder movement!)
Outer layer (loose fitting windshirt, jacket, or lined windshirt, depending on temperature)
Rather than long underwear, I wear pants with rain pants over them.
Cart mitts and ear muffs, as needed
Common sense: if it's below say 45* I don't play!!!

I love my flannel lined pants. Cabela's sells a thinner brand for your Florida winters. 😁
Hands, good luck. I work with a guy who's went through 2 pair(in 4 years) of the electric gloves @ $180 a pair. No thanks. I line other gloves with single and double layer, brown garden gloves. Cart cover and propane heater, maybe? I have both, that I've never used.
