Our league played this format one evening (9 holes) a few years ago. It was a 2 man scramble and you just accepted the fact that if one of the players hit a 'great shot' for their abilities, your opponent was going to ask you to reload and hit it again. We were limited to calling for reloads to twice in the 9 holes so it didn't get ridiculous. And, it was rewarding to come close to replicating the 'do over'. It made the most sense to call the 'do over' after a long putt is made versus just hitting a green, unless you stiffed it. Some strategy was involved.
It was fun but the pro that introduced it left and I haven't seen it played since.
