There were government officials who said in off the record fashion that their various restrictions on unvaccinated people were not about public health but rather were about making their lives miserable. If anyone insists, I’ll dig up the stories when I can.
I think it’s obvious it started as an alarmed reaction to a scary scenario, but as the risks and how to manage them became more clear, it began to include vengeful rule making.
