candukid It's my understanding that these are not connected to anything. They are for surface water that soaks into the ground. A downspout would produce far too much water for them to accommodate, thus making matters worse. French drains are for places where water might collect/stand, such as low areas, and let's it move away from foundations and such, a lot quicker.
What I should have said was 'run towards' the storm drain/street. You cannot connect to them anyway; illegal. In my city you cannot have a system whereas the water runs directly into the street system. It has to drain onto your property, then it can run, naturally, into the street.
I would have this checked out, esp. since it is close to a foundation. Obviously, water is not moving as it should, and is causing a swelling of the ground underneath/around that foundation. You possibly already have some cracks in the garage floor.(??)
