I think so.
I've never been on any site that allowed more than 1 code, and that was always done at checkout.
Normally any % off is automatic when the items go into the cart. Then if you have a code for free shipping or something else, there is only 1 place to enter a code. ex.--If you have a % off code and a free shipping code, you have to run the numbers and use what is best....never can use both.
