Not all places are the same, for sure. But it goes without saying that if they're not meeting their "quota" - they're making themselves vulnerable to having to do more with less. It's not that they shouldn't be concerned with moving violations, but that they too know where their bread is buttered. At the end of the day, the city budget gets voted on every year and it never reduces. This directly impacts local law enforcement and first responders.
Then again, we bitch every time our taxes go up. And then we wonder why it takes the local police 30 minutes to respond to a call. I can't answer the why's. Just an observation from here locally.
