my neighbour, a single mom with 3 kids under 12 does this as she takes her kids out. Perhaps it's the neighbourhood we live in but her bowl isn't emptied out. We live on a quiet street ( cul de sac) with only 40 or so houses so don't get much traffic though. When we hand out we let the kids grab what they want. It's only a few buck worth of Candy and I almost always have leftovers.
Somebody mentioned teens without costumes....after graduating University I rented a house for 8 years in an older , established neighbourhood in NW Toronto. This was a street with some well to do peeps very large and expensive homes so kids would come from all over. We would get 200 + kids and end of evening it would be often be mixed race teens, some without costumes as I assume they came from a lower income housing complex not far away. Almost always they were thankful , although do remember one kid about 12 say " give me candy" !
I asked him if he thought that was a polite way to ask for something, he followed up with " sorry, please sir". I don't think not having a costume is a reason to not hand out a few bucks worth of candies. Rude behaviour , sure ! I remember a grade 1 teacher I worked with for 3 months and was with her for halloween , she would have a couple extra costumes in her stash for kids whose families might not have the resources to buy one for them. This way they weren't left out or singled out. Thought this was fantastic !
