There are some .355 shafts that work better with .355 ferrules. Swing Science FC-One Pro .355's is one that I can think of. It's an Apollo shaft that is a bit softer than the Apollo Stepless .355. .Also dependent on depth of bore on the .355 iron you are building.
I think the reason for .355 ferrules used in bulk by manufacturers is ease of use and labor costs. They match up OD of iron hosel to OD ferrule +.05mm so very little ferrule turning is needed. To major brands cosmetics are more important than actual build out specs.
