I don't see an issue with this if the holes are properly dressed. A nicely dressed green will putt a bit slower but as long as it does not alter the path of the ball that is acceptable to me. Having poorly dressed holes that can alter the direction of an 18" putt is not acceptable to me.
Years ago one of my local courses punched the greens with their fairway punch that had much larger holes because their green punch was broken. To make it worse they used about half the sand needed and missed many holes completely. Putting on these greens was like playing Plinko.
