Yes indeed it does raise the question as curious timing.
I initially noticed no difference after the USGA changed the rules so that you needed a witness to post for handicap purposes. I could still open GHIN and enter a score without any prompt for verification or attest.
So therein lies the integrity of the game even further. If there is nothing stopping anyone from posting scores without attest, in whatever format or device is preferred, we are back to golf being a game of your own integrity.
Sadly, as I have witnessed time and time again at member guest events, and other club tournaments, integrity is given lip service by a fair percentage of thieves who abuse the handicap system for their own financial gain, therein making those with integrity the losers in this situation. The end result being that I can no longer, in good conscience assume that any tournament or club sponsored event, where handicaps are used, will be fair and equitable. So beyond the fellowship and fun of the event, I assume that if I do the math, that it is highly improbable that I can even sniff a victory.
All this to say that the handicap system, as it was intended, is a complete and utter joke. As an example, I was watching a video the other day of Mark Wahlberg playing a round with Fred Couples, and claiming that he was a 14.9 index. I laughed hysterically, because as a 6.1 index myself, Wahlberg has a better game then I do. 14.9 index my ass you freaking sandbagger.
