No, no, no! If a person has any semblance of a decent chipping game, there will be a lot of Pars, even when taking 3 to get on(a Par 4). (this is assuming the 3rd shot is under 30 yds.)
There are many times during a round, on any given course, where I DO NOT want to hit the green. If the flag is toward the front, I will most always aim short. One reason is, the ball may just bounce on close, or I now have a chance at birdie, if I chip in. Otherwise, %s say Par! I will never be 60-70' away from the hole on purpose.
When I started playing, and found I shot like crap, I looked to find where I could improve the quickest. It was from green to tee.....putting/chipping. Hell, I never did get around to practicing the fw shots. Didn't feel I needed it, or even wanted it.
