Yes, that's what they are saying. At times it's Saskatchewan, Manitoba or Ontario, depending on which way the wind is coming from. For reference, Winnipeg is almost straight north of me. I could take US Hwy 59 which goes through my town
(and alongside our local golf course) and it would take me to the east side of Winnipeg.
